making turn signals rerse ang brake lights

the blue box to left of pic is a RC receiver and pwm pins 3 and 5 go to it to receive the PWM ch1 and ch2 are putting out. pins 7 is vcc and 8 is gnd 20 is avcc and 22 is grnd that is all i know to hook it up i left out the reverse and brake leds cause i am sure you catch what i am doing. i wired up PIC on breadboard just like described but nothing worked. do i need a cap connecting vcc and grnd. what am i missing?
